I usually start putting collars on them and "training" when they're kittens.
You need to get them used to wearing a collar. Then you can add the leash and start taking them outside. make sure you go at their pace. You have to walk where ever they want to walk and you can't tug them with the leash. If you need to move them somewhere you'll have to be able to pick them up.
It's also good to have a loose leash. They don't like to have any friction to pull against like like in retractable leashes.

my cat is about 3, and is quite a nervous little thing (and clingy) but moving at his pace is a great idea, and not tugging on them.
the retractable leash note has been taken! man id hate for him to meet up with a dog wile attached to a long lead o_o
