The idea is that it would have straps on the back to slide an arm through, not a handle you would have to hold. That way, it would be stabler, and they could put their hand flat on the ground to walk around - cumbersome, sure, but not impossible. Presumably when using one of these, just like with riot police, you'd be moving very slowly, if at all - it's for defensive purposes.
