All information regarding the individual known as Spectre Frostpaw is filed and registered in the following report. Data not contained in said file must be directed to Agency Data Control for analysis, confirmation and, if proven legitimate, filing. Subject is to be observed by a standard covert op. team at all times. Any major modifications in behavior, domicile change, career alteration and other such data pertaining to subjects life is to be registered and sent back to site [REDACTED] for further evaluation. Subject as of yet is not the target of any projects, current or future, and must not be disturbed without Agency Command approval. Subjects’ alternate persona going by the alias “Cryo-Cat” is also to be observed by use of long range photographic lenses and radio transmission interception hardware from a safe distance of 10 miles from his current patrol route. If monitoring team suspects subject is aware of their activities, all observations must be ceased and both equipment and data still on site is to be destroyed by use of thermate canisters placed upon the material and ignited remotely from a safe distance.

Known Personal Information:

Spectre Frostpaw, from here on referred to as the Subject, is of a subspecies of Siberian Tiger known as Ice Tiger and currently resides Las Angeles as a member of the local SWAT team, sniper position, and has several influential contacts in the LA law department. If acquisition of Subject is ever requested by Agency Command, this will prove to be a trying obstacle to the mission and a potential risk to Agency security, yet the science and data division have assured that if said event were to come to pass, the risk would be more then worth it for the rewards to be had.
Subject come to Agency attention on the morning of [REDACTED] during the [REDACTED] incident at the Los Angeles [REDACTED]. Subject was charged with neutralizing a threat, later identified as [REDACTED], on the site, but was unable to take the shot due to the target using a hostage as a shield. Subject was observed to leave his designated sniping position when LAPD negotiators had failed to persuade [REDACTED] into releasing the hostage and all evidence pointed towards the individual taking on full hostile action against the authorities. Subject approached his target and offered himself as a substitute hostage in exchange for the civilian. Target was non compliant and attempted to fire upon the Subject, only to find his weapon had been clogged with ice. Target was then easily subdued and incarcerated with no fatal victims registered that day. Investigation proved that climate and temperatures that day made it impossible for the ice clog phenomena to be a natural occurrence and further analysis was made on the incident. Local security surveillance in the area was obtained and images were found showing the Subject motioning in a suspicious fashion at his target seconds before the weapon failed. Usage of special scanners and video enhancement revealed a series of unknown particles and energy waves emanating from the subject and focusing on said weapon. 5 days after data was directed to Agency Commands attention, approval for surveillance of subject was given.
Subject also was confirmed to have undertaken vigilantism as a constant side activity. Going by the alias “Cryo-Cat”, Subject was observed to pursue criminals of a large array: drug dealers, weapon smugglers, rapists, murderers and more have fallen victim of his non legal law keeping activities thanks to the use of his unique abilities. Agents are advised to avoid non covert activity in Subjects preferred patrolling region so as to prevent jeopardizing all and any Agency activity in the whole of Los Angeles.

Personal note by Dr. [REDACTED]: The Subjects need to undertake these…”extra-curricular” activities is somewhat amusing. I find myself reminiscing my childhood beliefs in the fictional “super heroes”, and think this would make for a good study of the psych behind the mind of vigilantes. The insight could prove invaluable to the Agency when dealing with other potential subjects that have undertaken the, forgive the pun, mantle of justice.
Dr [REDACTED] later requested the addition of a psychoanalyst to the observation team. The request was denied on the grounds of said addition possibly jeopardizing the teams ability to remain incognito.

Insight on Subjects Anomalous Powers:

Subject is native to the Russian mountain ranges encroaching on the territory of Pripyat. He is descended from a local tribe of this region. Information regarding said tribe is as of yet scarce, but Agency Command has designated a research team to explore the region and attempt contact with said tribe in order to better evaluate the possibility of future “harvesting” of specimens. Team has as of yet not reported back.
Said birthplaces location is considered extremely relevant to the understanding of Subjects unique attributes as it is located within the Chernobyl Exclusion Zone. Science division believes Subjects proximity to the famous nuclear accident at a young age stimulated a latent genetic evolution factor that may or may not be natural to his species, thus granting him the ability to generate localized hyper fast temperature drops and manipulate frozen liquids.

Request for Project Approval

Dr. [REDACTED] has forwarded a request to Agency Command pertaining the approval of Project Ymir. Said request includes confirmation for an acquisition mission for the Subject Spectre Frostpaw, supplying of proper research material and local, specifically at site [REDACTED] and access to the Elemental Manipulation Enhancing Combat Class Armor (E.M.E.C.C.A.). Request is currently under evaluation by Agency Command.
