This is Ambush, a chameleon supervillainess who can make herself and objects she touches invisible (pictured) and change her appearance to look like anyone else.
Of course, if you weren't the viewer of this picture, you wouldn't see her as transparent...you would see nothing...until it was too late! ;) (And even then, you would still see nothing, unless she wanted you to).
EDIT - I added a little blur effect so it looks more like she's invisible :).
I'm not sure a female chameleon would actually have three horns like this. I was probably thinking of Liz from The Magic School Bus cartoon. Or perhaps she has some triceratops DNA in there somewhere. Anyhow, I thought it gave her face more definition.
