Both actually. My process is to sketch it out in pencil, ink the lines with Pitt pens, do flat-tones with watered down India ink and then watercolors on top of that. Once that's done I take it into Photoshop to boost the colors, clean up the panel frames, and to add the text. All in all I think it takes me somewhere in the neighborhood of seven hours to do a page.
