Except that the Republicans won't say WHAT 'loopholes' they'll close, where the revenues come from, and what overspending is being targeted. Looks like Sesame Street isn't safe after all, eh?
As far as your percentages go, I honestly don't know where you're getting them. Romney earned more than 100x my sister and his tax rate is 13%. The Republicans have been talking 'cutting costs' on Healthcare, Welfare and Medicaid. Why not start at CORPORATE Welfare?

If they presented a written plan, then they said what loopholes in that. (Haven't seen one myself, and I consider claims by both sides to be suspect until I see their claims and references in writing.)
For percentages, neither of you are giving a complete (and therefore accurate) answer. It's easy to find and toss out a number. Go through a full analysis and show me all the various results so I can decide for myself which one is important.

Repealing Obamacare (regardless of its conservative/Romneycare origins) would evaporate a tremendous abount of our federal fiscal woes. Closing tax loopholes is a good idea...too bad the GOP didn't think so for, what, the last thirty years..?

Even sadder still, that the Repubs had six years of uncontestable supermajorities and utterly failed to address these problems, which has been on the radar--but studiously ignored by everyone in D.C.-- at-least since GHWB.
The obsolescence of the welfare model is never discussed, nor will anyone ever venture to fully pass the compensations needed in the entitlement programs, simply because, everyone, no matter party affiliation, LOVES sucking on that federal sugar tit.

*The GOP had no problems passing whatever they truly wanted during GWB; the dems were toothless and bewildered, esp. after 9/11; and their ture agendas have proven invulnerable to any criticism from the left. And certainly GWB would rubber-stamp any of this kind of legislation the GOP Congress would shunt his way, since he didn't veto a single bill until 2006.

*The housing mess: the GOP had absolutely no interest in reigning in the housing bubble. Rather, they used it as their go-to proof that the Bush tax cuts helped the economy, and as ground for their incessant demands for even more tax cuts...while racking up some the biggest federal deficits in our nation's history. The funny stuff began when the whole scheme began to fall apart...right when the dems took over in 06, and the GOP instantly blamed it all on them...after fostering the system for their own ends for the four years prior.
*We weren't SUPPOSED to have a party system at all-- The Constitution was written without assuming their existence-- and our Founders can be blamed for a gross misappraisal of human nature in not anticipating their near-instant development in the new Republic. The best-laid plans of gods and men...

Your plan is as good as any, but the real challenge is getting this country to quit their generations-long addiciton to the welfare sugar tit, rather cold turkey.
And not even the TEA Partiers are willing to take that step.

The top one reminds me of the joke about the guy who's drowning at sea and waiting for his god to rescue him. A boat comes along and offers to rescue him, but he waves them away, saying that his god will save him. Then a helicopter comes, and the same thing happens. Finally, a talking dolphin pops up beside him and offers to swim him to shore. He's waiting for his god to rescue him, though, not some trick dolphin. Soon after, he tires out and drowns.
