There were different models of the stock 396. This particular one put out 425 hp stock. However Ive upgraded the cam, pistons rods roller rockers and everything the only thing originsl is the block which as you saw wad bored out to a 408. I havent had it tested since the rebuild but im sure it quite significant. But yes this engine in original stock condition put out 425 hp.
