I would think that Medusa + Naga would just make a fully scaly naga with snake hair!
You'd need to like.. mash together a naga and some blob-character like Clayface, or Inque, to make a shapeshifting thing that only shifts shapes with more snakes being the composite material.

I'm... mesmerized. There are pictures that are weird to me, and then there are pictures where I think to myself: "I would never have imagined such a thing were it not presented to me." My brain almost can't accept how simultaneously cute and eerie this is.
