You can do either or.
If you look at my tail that one has mostly black, 2 cranberry, and 2 red, in each tuft. So it comes out as more of a ticking and not very random.
If you want a natural looking effect like this you have to do each tuft with a random amount of each of the colors you picked but almost always with one color stronger than the others and don't be afraid to put similar looking tufts next to each other.
