You mean the Lame-o-maniacs riffed on this guy? I'm sure all the 10 year olds watching the show immediately caught the reference. (I'm sorry but I never will warm up to that show or Tinny Tunes - they both seemed so pleased with themselves - "we know how hip we are so we don't actually have to be funny, just drop a few obscure references here & there so you'll know how hip we are..."0
Animaniacs was a very smug series, wasn't it? Still, the episode in question was actually one of the very best ones; the Duck Soup 'tribute', with the kingdoms of Anvilania and Dunlikeus, but one could argue that was down to the strength of the original material. One of the running jokes was how Perry Coma (for it was he) would sing the Anvilanian national anthem in the flattest, more boring monotone imaginable and get a predictable anvil on the noggin for his troubles every time.
That gag reminds me of the SCTV version of Perry lying inert on a stage next with a microphone next to his mouth, barely enounciating "I love the nightlife...I love to boogie...across the disco floor..." while back-up dancers gyrate energetically around him (which I confess was a big inspiration for my version.)
