Well, consider this, the more 'socially upstanding' the community is, the greater chance of an even seedier side hidden from view. Kinda like how London a couple hundred years ago would have prostitutes on every street corner at night or something to that effect. When the inner depravities are repressed for social 'high class' they find more and more depraved and desperate ways to slip out when they think no one's looking
