It depends on what beach you're talking about. In most beaches, you're free to take anything you want. In others, however, you are not allowed to remove anything from the site (e.g. Bahia Honda, FL Keys, etc). Usually, you're not allowed to take things from beaches that are a part of a wildlife refuge, or a protected area in general. A lot of popular beaches are re-nourished periodically anyway, so taking some sand wouldn't matter.

If anything, these guys would be getting odd stares from the public. X3
