Tiamamon is one of the Babylonic System Gods, who have ruled the Digital world before everyone else did.
Alongside with her husband Abzumon, she is said to be the first Digimon ever existing. They shall have given birth to the other gods, wich gave birth to the ' mortal ' Digimon. Her Husband Abzumon once decided to destroy the normal Digimon, Tiamamon disagreed to that for decades, but when Abzumon got murdered by Yggdrasil, Tiamamon changed her mind. Her disturbing behaviour forced the other babylonics to bann her, and so shes said to sleep underneath the ocean, waiting for a dragon Digimon to wake her, so that she can, inside its body, come back to power. Thats just the Folklore. All the informations about the time of the Babylonic Systerm neither confirm, nor denie Tiamamons existence and the pressure of her wrath.

Tiamamon is based on Tiamath, the babylonic Godess. Since shes sometimes shown with arms, I gave her a zipper to make her arms pop up, and get back inside anytime she wants them to. ( you can call me captain obvious. )
