upper arm: 31 cm/12.2 inch
lower arm: 29 cm/11.5 inch
chest: 99 cm/39 inch
waist: 84.5 cm/33.3 inch
hips: 95 cm/37.4 inch
upper legs: 57 cm/22.5 inch
lower legs: 39 cm/15.4 inch
what do you guys think?

I work out for an hour or two. but never more then 2. it's mostly about 1 hour is just fine. but it sounds like you took too hard too suddenly. it sounds more like you tried the more profesional way or the just skipping way things. I'm not quite sure why you lost muscles, but it depends on how much you work out. but 20 min is sure not much at all.
Do you shave your torso and how do you do it or is it that way? (I'm asking because I shave it but looks like you manage it better).
If you want some advice, is not like I'm an expert or buff, but if you have time for working out 5 times a week you can do it, just a group of muscles 30 minutes a day with few repetitions (high weight) but many sets, like 6 of 6, three exercises for group. I trained that way for two months and my arms got half an inch wider and I feel much more strong. What do you think?

Yes i shave over the body. But its nothing special i do on that.
And yes, i have been thinking about doing some exercice after days but i think about doing 2 days in a row, one day for legs and abs workout, then on the other day i will work out the backand arms and pecs. But then i want it to be 4 day of workout, with a day or two with breacks in between after working 2 days. Maybe a later time i will wotk out 5 days in a row for each muscle group.
