Sai painter, is it? Might give that a go. Seeing as you're playing around with textures, try scanning in old/damaged bits of paper and stuff, import to Photoshop, multiply layer, etc.
I'm sure PS has a crayon-like brush head, too, although I know you're not too keen on doing linework in it.
