No alcohol is permitted in the Wonderbolts Academy!
Two mares had to learn it the hard way. Were they really thinking they could sneak some cider in?
For punishment for their misbehavior they get filled up with helium and fixated with a rope tied around their tails, so they won't drift or fly off.
They have to stay as ballons in the central area of the academy for the rest of the day, with a banner around them, describing what they did wrong, while being the laughing stock for the well-behaving.
As part for ther discipline they have to keep the helium inside by themselves. No corks or anything. They don't have to, of course, but they still better do. They wish they wouldn't know what awaits them on the ground. It's far easier to stay airborne filled with helium, than to use wings and getting tired eventually, being forced to land. And they can't fly away anyway because of the ropes tied on their tails.
It is not allowed for other ponies to make them breathe out the gas. Neither by tickling with their wings, nor by any other means. Breaking this rule, and they end up as balloons aswell :P
Also, they get no treat after dinner, to make the punishment extra hard >:[

Well, I can give one for each of the mains! No need to even credit, as I believe in the free exchange of idea
Okay... so here we go!
Celestia: She sleeps in one day and forgets to raise the sun, so Luna fills her with gas and sets her aloft, telling Celestia to use her magic to keep herself from floating off, causing a golden glow from a large, radiant orb ^_^
Luna: Appears in the dreams of one of her carriage-pullers only to discover he has a thing for her and for inflation as well, seeing him filling her with water and having an understandably horrified expression!
Twilight: Aching to try flying herself, she tries to cast the same flight spell she cast on Rarity, but mixed it up and casts a buoyancy spell instead, requiring Spike to chase after her in the real hot air balloon as she floats off into the sky.
Applejack: *You pretty much covered her with Spike, so.... ^_^*
Rarity: Pinkie Pie brings over a contraption that puffs perfume, but upon trying it, Pinkie pops in asking if she likes it, spooking Rarity into tripping and getting her mouth over the nozzle, bloating up continuously with it! Pinkie then cracks a joke about Rarity's figure going to heck, but smelling great in spite of it!
Fluttershy: (Since I know you have a thing for flattening ^_^) She's working on the bear again, the bear trips and falls backwards onto her and starts looking around for her, not realizing she's flat as a pancake against his back.
Pinkie Pie: Not so much the subject of it, but instead selling balloons from a stand in the form of Diamond Tiara, Silver Spoon and Babs with Applebloom nearby asking where her cousin went off to. Pinkie's reply? 'Oh, she's a little tied up!' *Giggles*
Rainbow Dash: A second violation at the Academy sees RD getting promoted....!.... to the Wonderbolts novelty blimp! The torture? Going so slowly in the sky!
Another idea is Octavia in front of Vinyl Scratch's setup, inflating up spontaneously and having this exchange...
Octavia: Wh-What's going on?!
Scratch: I'm PUMPING up the bass!
Octavia: H-How does that even make SENSE?!
Okay... so here we go!

But since it's always fun seeing others fail, I guess the bird startles her, causing her to breathe out all of the helium.
She flies around like an unknotted balloon, in circles because of the rope, until she's all out. XD
Because of the even worse punishment on the ground she tries to stay in the air by flying, but eventually gets tired and lands.
I haven't really thought about what the worse punishment on the ground could be though.
One thing is that Rainbow Dash will also get punished because teamwork is everything.
When one pony fails, all others fail aswell!

For succeeding, Dash only gets a regular paddling.
Dust gets paddled... with a paddle that's four times the size of a regular paddle.
Since partners have to stay together, she'll stay flat to be Dash's blanket for the night.
Of course, all of this could have been avoided if they both knew that their inflated forms were not poppable. (They can't afford to lose recruits!) Of course, that would ruin the trust part of the exercise.
... or maybe someone thought it would be funny to see one of them panic. Who knows?
