It's apparently a bad idea to trust Gandhi or Montezuma in this game. Can you confirm this by experience, or is it just how you expand your empire? I'd like to eventually try my hand at a Cultural Victory as Australia with only one city, so I doubt that would warrant an attack on my people unless they detected my army of spies.
