Yeah, if I recall correctly it was by some guy who was pissed at his art school animation teacher, so he made a movie using all the techniques he'd learned in two(?) years to demonstrate how hard the class sucked.

I think that's kind of the point. He made a bad animation on purpose to demonstrate that the animation class hadn't taught him anything

I certainly hope so. (I don't know him at all, that's just what I was able to conjecture from the description on the site where I found the link and the video's description on YouTube).
