Harrassing artists, fraud and ban-evasion. This situation has been happening for several years now and it was only made worse within the past few months after he committed fraud by refusing to pay for the commissions, "cancelling" his payment on PayPal as soon as he got the artwork or photomanipulation. This is exactly what got him in trouble because there's no telling which artist he'll do this to next.
