Giving the fur some sculpting by shaving it down in places and adding a 'shine' of a dot of white fabric even to the eyes would go a long way in making this head better.

Right now the facial features are lost in all that shaggy mess.
Even if the character is a fluffy terrier giving him some shaving on the bridge of the nose and around the chin would do wonders. Or some combing and setting the styling of the fur with hair spray.

The only one I have is small and the fur gets stuck in it

A toothbrush is great for cleaning razors
