Mind if i ask how you get the smoky glowy look around the eyes? i've tried to emulate something like that for awhile, and always end up with it looking stupid. :/

Oh, sure thing! I'm always happy to share tips.

I have a couple of particular Photoshop brushes that I really like for the wispy texture ( http://browse.deviantart.com/?q=fir.....brush#/d2xmolh <-- this is my favorite for a good 'stroke' to incorporate), but for the general glowing effect itself, I paint in a screen (setting) layer on top of the rest of the work, mixing soft hazy blurred brushes and some 'stroke' marks. In this case I was using a pretty intense cyan blue for her eyes? I just brushed and erased and brushed and fiddled until it looked like that. Dumping a color dodge (be tentative with those, though, they can blow out your lights really fast) or overlay on top of it all can help bump up the intensity, too.
