My Jag is 200 sentry kills away from Hale's Own ;^P The actual build rate speed on the Jag is 15.7% faster. It still makes a difference however small and it's especially more helpful if you're a second Engineer helping another build. The build rate speed is perhaps more noticeable on Dispensers and Teleporters because they build so slow by default. The stock Wrench is good if you're insecure about melee but I usually kill spies around me with my Pistol more and a crit Jag still one hit kills a Spy. The Eureka Effect's lack of hauling hurts in some maps and especially hurts in MVM games so I wouldn't use it.
