I certainly don't have that problem on the monitor I draw on and even on my much dimmer laptop monitor I can see the lines reasonably well... so, yep, might be time for a new monitor! Though if you're on a laptop and have power saving settings turned on, that might be contributing to the issue.
I think maybe the LCD panel may have been damaged somehow... The problem hasn't always existed, I never have power saving on, and while the dark colors don't have much contrast, white is pretty bright. Whatever the case, I solved my problem; I went into color correction, adjusted gamma, and BAM, lines. It's nice to be able to appreciate your work properly ;)
