You don't really measure overall graphics in bits.
Especially not something like the Atari2600 which didn't even have a graphics chipset.
It had a wider color palette than the NES, but since it lacked a GPU of any sort most of the graphics had to be generated by the CPU.
The very minor amount of RAM didn't help either.
If you were to go by the definition of bits the NES could for example have 6-bit(64 decimal) graphics based on the color palette.
While in that case the Atari2600 would have 7-bit(128 decimal) graphics based on the color palette.
But there's more to graphics than colors, then you have the amount of tiles, resolution, sprites, palettes etc. :B
So per standard a console is rated based on simply the CPU, which is why the NES is defined as a 8-bit system(6502 variant), Megadrive as 16-bit(M68k), GBA as 32-bit(ARM7) etc. etc.
It doesn't really have much to do with the graphics per se, but generally newer systems have both a better CPU and better graphics. :)

But there's some obvious things one can use to point out it's not about the graphics, like how the Intellivision was a 16-bit system :B
Anyways, regarding the picture, really swell lot you got there, my eyes were directly drawn to Berzerk, love that game :)
You should totally pick up some paddle controllers and some compatible games like Warlords, Breakout and maybe even StarWars: Jedi Arena :D
