Or she could have just sold the entire thing to people who want to transform into something, heck, a load of furries would probably buy it.
There is a market for something like that and she could have made so much money of of it.

Even if the US Feds banned the serum, she could probably take it to China where they have less regulation for that sort of thing. It's like when women flock to Brazil to get unregulated breast implants.
