The crisis don't avoid hospitals. Of course the managing directors of hospitals are obviously very smart and they try various methodes to get more money. For example the director of this hospital decided to keep patients who comes only to follow up visit. In that case, Nurses are supposed to capture patients with using chlotoform on them at doctor's office as you can see here http://www.furaffinity.net/view/9246008/ . Then, the nurses are wrapping patients in bandages saturated in plaster. The point of this whole action, is that the government will give more money for the hospital if there are too many patients and the hospital haven't got enough money to fill the costs to care so many patients. Of course the director of the hospital makes a huge hoax, and if he gets enough money to fill the budgetary hole, he will release held "patients".

We can see here an example of this hoax. Three guys (from left to right) Dingo, Fred and Eddy was captured during their follow up visits, wrapped up and gagged with bandages saturated with plaster. They surely aren't enjoying this, but these nurses (Kate and Alice) looks like to be pleased with teasing poor guys
