There was an "Added for tv" scene from "Blazing Saddles" in which the Rock Ridge citizens built a phony version of their town to fool the oncoming bad guys...including cut out replicas of the citizens.
Of course, the Governor (Mel Brooks) couldn't tell the difference when he stopped by the town by chance.
Reminds me of that scene.
