If you don't know what it is - it's one of the way to draw character's mouth - like that. Like it's glued to character's face... or he bend his lips in a really weird way somehow so it looks like that now.
At this point more than 90% of furry artists are catched that disease. And of course approximately 146% of all anime artists in the world are living with that syndrome now.
As for myself... I catched that thing too, like immideatly after i started to draw.
Of course it's easier to draw mouths like that. And everybody should try to do it few times. It's ok.
I'm not trying to force everyone to draw more realistic mouths - it's personal business of every artist. But sometime it's more pleasing to see more realistic details than in stylized way.

It's strange that this is called "closed mouth syndrom" when the mouth is actually open - usually on just one side of the face, though, completely unrealisticaly.
I probably avoided it for the longest time, because I always used real-life animals for reference when drawing. I do use this technique sometimes, but only when the subject I am drawing has the same "syndrome" since she is from an anime or toon that uses this method.

I suppose CMS ( ) is tied to the dot-nose we see nowadays on moe animes; you know, cute girls, pixel nose. Anime has always been about telling a story with stylized or simplified animation. Of course, here is where we all wish back 80s/90s just for the sake of having different faces. Some goes for mouths. Too bad it is seldom to see this at least on one character - as all ususally have closed-mouth and dot nose. Heh, even in mangas.

LOL, yeah, that dot-nose is a weird thing. Heh, Kyurene the bat girl I drew from Sailor Moon actually has something similar - from the front her nostrils are visible only, but from the side it is apparent that she has a more snout-like nose then a human one.

But just to say, you might want to read the recent one as it has something about the photoshop brush I didn't know. It is something so damn simple that I can't believe I missed out on it
It's no secret so I'll just toss it here :D. Eventually, you know it already.
You can make precise lines with the brush tool just by
- making a dot (A) with a brush somewhere
- move mouse to where you want the end of the line (B); hold shift and click
- PS will draw the damn line between A and B ~_~
From all the noob tutorials I saw, I never saw that one explained xD. So technically, you can actually do more precise linearts. Combined with that sorta-comlicated vectorization trick I told you about a while ago, it should be much "easier" to make lineart - at least for me as I do not have a scanner where I am at.

This comes from cheap cartoons, where they draw the face once and then just animate the mouth opening and closing on it without moving the chin or anything. It's designed to save on animation effort. It became so common (especially in Anime) that non-animators started mimicking the style.
