This is Itchikdu Ymire, A High Priest of the House of Phyyre.
Itchikdu is the guardian of the Sun and Moon within his sect, and is believed to communicate directly with the gods. He was supposed to be chosen to be the next World Walker, a gift only granted to the Mamalis, but was usurped at the last moment by Bahsdt, a Leonaete Priest of the House of Felinius.
Ahh fails plotlines and obscure characters. I really need to sort out my priorities.
