The Photo Pass is a maneuver performed during the latter stages of an aerial display; basically, it gives spectators an oppertunity to get a good shot of the plane involved. The aircraft pictured is a Davis-Monthan AFB A-10.
The pilot's left hand is on the throttle (may or may not be visible) while his right hand is on the flight stick. He's also carrying a checklist in that hand. Like Airline pilots, Military pilots have to follow procedures clearly marked in the paperback. This is accomplished from engine start-up to engine shut-down.
