An area on the bottom of the ocean. Many types of fish can be seen swimming around the area. The combatants are not given oxygen tanks to breathe underwater, but the water is specially oxygenated to prevent drowning.

Characters fight weightless underwater, decreasing speed to low (1) for all characters except Water elementals. Fire characters can't use fire, but can still heat the water around them to create the same effects.
