Chuunibyou and K-On! are both animated by a company called Kyoto Animation. The specific meme is from a scene in the first episode of Chuunibyou, but due to KyoAni using the same animation style in both series it is reminiscent of a scene in K-On! Where Yui did something similar. Given KyoAni's track record, it was likely a shout-out to it.
