As for the cat, it did look like he/she was sort of panting. I've actually seen similar from cats in the past. And it was funny to watch, if nothing more than the cat just stared at the silly humans probably thinking what the hell's wrong with them and why are they looking at me?'

I guess the cat is just panting - my cat has done that before when he's too hot or been running around a lot, although I've never seen him waggle his tongue like that.
