Anyone can use those in section 4 as long as it follows the section rules. They do have to ask permissions for section 3.
People in my "furry friends list" on my main page's profile do not have to ask for permissions for any characters in section 3 and 4. Section 5 lists characters that are co-owned, in which case you only need to ask one owner for use.
My "real life friends list" on my main profile group don't have to ask for permissions on section 1,3, and 4.
My mate bakasaka / Jack have free reign of all characters. They already know the rules for them, and are free to surprise me.
