ADLM Idea: FA's Most Wanted

EDIT:
After the response from reading the comments below, I've continued the discussion over here, changing the focus a bit:

See you there!
Okay folks, I got an idea I want to bounce off of you guys.
As you may or may not know, there's a section on FA (or the FA forums) that's an Artists Beware thread. (There might also be a Commissioners Beware thread as well)
The intent of those threads is to give members of the community advance warning of folks who have a history of scamming. Whether it be a commissioner that tries to weasel out of a commission or abuse the artist who is doing art FOR them, or an artist that accepts a commission, and then does nothing about it before eventually denying that it never happened.
There members may not be banned, but they are people to be careful of when it comes to commissions.
So I recently came up with an idea during a conversation with

While as an admin, he remains impartial to the club's existence (unless we do something to REALLY violate the AUP, TOS, or other FA rules and regs).
He did however have some criticisms with the Movement since it can be easy for trolls to abuse. The

However, instead of simply removing the Spotlight which would be a dis-service to those who are using it responsibly to offer help and assistance...
...I propose there be an "FA Most Wanted" list.
Just like the Artist Beware and Commissioner Beware, the FA Most Wanted list would be a list of known trolls on FA. People who seem to do nothing but seek people out and harass them.
Now I'm not talking about people who simply disagree with someone's statement or someone who had a falling out with a friend. I'm talking people who are total strangers to someone appearing out of nowhere and acting absolutely dreadful towards that person.
The Most Wanted list would include the Troll in question and their account(s), as well as examples of what they have done to constitute trolling. Such things as inciting flame wars, insulting artists, writing slander against certain members that are completely untrue, and so on.
While we would not have the power to ban said trolls, we can at least make the public aware of them, and individual members can determine whether to block them or not after witnessing their actions.
By making known trolls public knowledge, it will help members avoid them and know who to ignore should a troll show up.
In addition, the List will also have a companion FAQ on what you can do about trolls.
It's an idea in my head right now, and I want to get feedback from everyone on whether you agree or disagree with it. Do you think it's a good idea? Would it be against the ADLM's principals? Questions, Comments, Criticisms, Suggestions; I want to hear them all.
Thank you.

'An ounce of prevention...', and all that happy-crappy..
Though, I'm sure someone will use this to cause more drama, anyway.
"Oh, here's a convenient list of trolls.. Let's harass all of them!"
A list of trolls could result in more trolls trolling each other if you get what I mean. ^^;
Such a list may only give these trolls pride in being recognized for their actions, and would embolden them to continue doing even more.
To a troll, being blocked by a User after harassing them in some manner, is like a badge of accomplishment. If they are blocked before they do anything, this may cause them to retaliate, with such actions as attempting to crack such User's passwords, or creating alternate accounts for the sole purpose of harassing someone.
I don't know the extent of FA's abilities to determine if an account created just to attack someone, belongs to another User. In other words, just banning a trolling account won't solve anything, if the primary account still exists for the trolling User to log in with.
The primary concern I have however, is if such a list should be maintained within an FA account itself. It is really up to the FA Admins to determine who the trouble-makers are on FA. Such a list may be seen as an insult to the Admins, suggesting that they aren't doing their jobs.
As I said, the concept of such a list is a wonderful one, and I love the idea of hitting back at the trolls in some manner, but I don't know what the consequences might be, either from the trolls, or from the FA Admins.
Of course, there are also several thousand members on FA, as compared to perhaps a few dozen genuine trolls (by which I mean people here only for the purpose of harassing others). It may not be a bad idea to rally the masses against the few trouble-makers.
The best thing is to just ignore people who are causing trouble.
People like that would just take it as a badge of honour, for one. And calling them out would be a good way to make the admins reconsider banning this club. And there would be no positive aspect whatsoever.
This is a really, really, really bad idea.
"I'm not a troll! BAWWW! That dispute was between me and that artist! You have no right to put me up here!" Would be the number one cause of concern.
One in particular springs to mind. He even uses a nasty little imp as his icon.
Looks like the response has been a pretty definitive "NO" on the idea.
Which is fine as it was merely an idea that I wanted to kick around.
Although, perhaps another question would be:
Should the FA Admins have such a list in conjunction with the Artist Beware threads and so on?

If you leave them alone, they go away. If you give them attention, they keep up their trolling ways.
Not only that, degrading users is a violation of the TOS under the Code of Conduct with states:
A user may not intentionally harass, slander or disrupt another User of the site, or, through inaction, intentionally allow another User to come to be harassed.
I just figure throwing ideas out there helps refine them, and also weeds out the bad ones.
Like this one for example.
