ADLM Idea Part 2: Response to FA's Most Wanted

EDIT:
Once again, I've updated a new journal since this one to shift and continue the discussion.
You can find it here:

All your comments are really helpful. Thank you. :)
Hmm...
After reading all the comments, I can see that the making a FA's Most Wanted list would be a bad idea.
It could lead to more drama, and the determination of who should or should not be on such a list would be difficult for any one person to decided, even after consulting others about the nominated troll.
So that idea has been struck down, but that's okay.
It's just one idea of many I got bouncing around.
However, there was one thing someone said, not sure who, in the original journal that suggested that perhaps the FA Admins should have a list like that.
Seeing as how the admins already have an Artist Beware and Buyer Beware list (and if they don't, someone please correct me on this), should there also be a "Community Beware" for known trolls?
My last understanding was that trolls can make multiple accounts that eventually get banned, thus being persistent like cockroaches. Yet some trolls stick to one account that they constantly use without crossing the line that banned trolls do.
Should there be such a list run by the FA Admins?
And if not, should the FA Admins implement other possible anti-troll measures?
Thoughts, comments, questions, criticisms, lay it on me!

It's still not doing the community any good to start pointing fingers and branding out loud. I believe we should be helping those repeat offenders or dramatic magnets with advice and social support. Not put them in a worse situation where they will be shunned and then have another reason to be dramatic and an even less chance to recover and change.
Consider this.
My question is this: what is the point of having such a list? Artists_Beware, Buyer_Beware, and such have very obvious, beneficial intentions. Who would determine the troll nature of a person? I think that many furries are inclined to call others trolls for their simply being vocal in their disagreement. Overall, this just sounds like a terrible, unnecessary venture.
I think I know how to wrap this conversation up now in one last journal. I'll wait a little to see what other responses trickle in, then I'll post my thoughts after seeing what people have said in the last one, and give one final question to ask the folks here.
Thank you. :)

Decision by committee, and have links to the offenses so that people can see and judge for themselves if the person really is a troll.
can you better define this ?
