My only limits are just:

Animation

Quite difficult to enstablish. Let's say that a super simple frame with one guy and no background might be 15EUR, and the lowest amount of frame for something that might look animated is 3.
If you want two guys each frame might be 25EUR, and a somehow decent animation requires 8 frames per second.
So, this is really up to negotiation.
The animation you're seeing right now on the side is 12 FPS, just to have a reference.
