Promising to give them essentially the perfect life. It was a scam. Their secret agenda was to create the perfect bioweapon. Plenty died, more changed in horrific ways. Most subjects losing their minds. The project ended when the facility was destroyed by it's one of it's very creations, Zuuliia Gloom.
