Picarto's optimal PC requirements?

Hello everyone!
With the amount of Internet data I have gotten recently, I have been thinking about trying to do Picarto streams to do whenever I can, after my school (or in free days).
After a test I made, my PC ended up being slow, with the current components i have on my laptop:
- HDD 2 To (54% of the space is used)
- Intel Pentium N3710, 1.6 GHz
- 8 GB DDr3 RAM
- Intel HD Graphics 400.
- ... while my ISP speed is close to 8 Mbps
So with these, I am limited to many stuffs, even in art, and then, I have a question: What PC components matter the most? and then, what are the minimal requirements for a fairly good art streaming experience? If it's higher than my components, I will consider them in the future.
That's all I had to ask for today.
P.S: I forgot to mention that, because of the frequent power outages that occur in my country, I prefer to stick with a laptop, so if you have 1 component to propose, along with a laptop having it, don't hesitate to suggest it as well.

The graphics card should be at least a GTX 1660 or better. Since the card would have its own RAM instead of sharing it with the system. Your other system components are fine.
Okay, once I get enough money in the future, I will look into it.

Unfortunately, I'm much more familiar with desktops, but don't be afraid to ask for advice from people regarding laptops when the time comes to buy a new one.
