Zootopia as Panem

This isn't exactly a fridge logic moment (more like a shower logic moment), but I was thinking on some world building I did in the comments for New Pony. In short, I realized that the geosocial environments of Zootopia and The Hunger Games aren't that different. While Zootopia doesn’t seem to have the class stratification of Panem, it has speciesism in its place. Both worlds seem to be countries/continents where the production of the outer buroughs/districts helps support the ongoing operations of the namesake/capital city. I’ll ignore the monorail approach to the signature city as a coincidence, but note that Zootopia was originally a darker story than the one that appeared on screens, according to the Disney Fandom wiki (10 Jan 2022). I found this nugget of trivia while trying to get my ducks in a row with the comparison.
In terms of character mapping, I could see the following:
* Judy would be Katniss (though an argument could be made for making her Rue)
* Nick would be Peeta
* Lionheart would be President Snow
* Bellwether would be President Coin
* Bogo might be Haymich.
