i used to use this service in the 90s to send money abroad and i am pleasantly surprised that it still works.
it serves almost all the "usual suspects" of the countries that are hard to pay towards.
Ukraine (currently at 0 fees for some conditions in support of the people in there)
Russia
Belarus
Thailand
Iran, as usual, is shunned.
Being an old service it still... uses old methods.
Basically the artist will have to find a nearby "moneygram booth" that the artist will need to drive to and physically show their ID that confirms they are 18+ and can receive money and then collect money from a clerk after receiving a notification of the payment having been sent.
But other than that i confirmed this still works. 😅

Sometimes i suspect somebody is checking my journals just to tell people what they should block. 😓But more realistically it's just that people are switching en masse from one service to the next. And each service has to decide what to keep and what to block.
