Computer Advice?

So, the newest JoJo's Bizarre Adventure game is coming:

The thing is: my current computer can't run it, not even the minimum specs. Eventually I would have to buy a new one anyways because time doesn't stop and it's 11 years old by now, however PC prices are high nowadays and even higher where I live (Brazil).

The compatibility thing is mostly for the bios, no ones really sure these days if the bios firmware will be up to date so they slap that "compatibility issue" sticker on anything that uses ryzen cores later than 1200s
Where it might cost $5 here to ship something like a processor, it might cost like $20 or $50 even...
