Never heard of it or used it before, but have you looked into buymeacoffee? I've used it a few times to pay russian artists before! Can't speak on how it is on a creator end compared to boosty, but it's another alternative I've seen for paypal so might be worth checking out ^^

It works, only if you have an old Payoneer account (registered before the war). I've emigrated but I still don't have a local bank account and card, so I can't finish registration on payoneer :(
