Dragos Consintin and Valdarn Dracula

Head necro mage and embalmer of Romgaria.
As Valdarn came to power Dragos was among the first to support him. His talent for Necromancy was second only to Valdarn and in such, he quickly rose through the ranks and developed a close bond with him. As they carried out the extermination of the elves, he collected their corpses and embalmed them. After the embalming the dead elves, he proceeded to work with Valdarn to raise the hundreds of thousands of corpses to become the border guard of the nation.
For hundreds of years Dragos worked tirelessly for Valdarn's plans and ambitions, before ascending to Lichdom. He however was put to rest with full honors after the hell rising when the demons stormed his fortress laboratory and destroyed his phylactery just as Valdarn had arrived with a relief force. Dragos during the assault killed an insane numbers of demons as survivors had attested to, and had bound thousands of demons in as close a state to undeath a demon can be. Many of them remain enslaved forever in a state of near undeath, being as described in a state of unbearable pain and torment.
He was laid to rest and a statue built in his honor, and as his position was taken up by successors they used the likeness of his armor to mark the position. Yet not a single individual has ever achieved lichdom, all falling short of the ability.
Dragos was one of the seven liches in the world's history.

Valdarn Dracula Elfbane.
As the elven empire fell into ruin thanks to the Joedens smashing their capital in Vberian peninsula slaughtering all the bureaucrats. The human Dwarf and various other slaves of the empire tore their Elven overlords a new one. In area know as the Balkans the Elven lords in command of the Romgaria region broke from the empire as they saw the way the wind was blowing when news of the second fleet to the new world went missing. Their seers warned of what was coming. As they prepared for the return of the fleet they centuralized and broke as the bureaucrats died. This new organization saved them for hundreds of years.
Running a system of human nobles and holding their children hostage they survived any real rebellion in the area as the Rothmans came into power taking all of Auropa save for the Vermanies they lost western parts of their lands but held firm. Affairs would continue until the Sons of their highest noble lord came into their care. Valdarn and his twin brother came to them, his twin brother was as magically talented as a doorknob but perfect in the eyes of the Elven lord. Valdarn was magically talented but as far as they were concerned he was unruly and a nightmare of a candidate of the region lord.
He was repeatedly abused raped and locked away as his brother was the only person he could rely on for any moderate treatment from their imprisoners. As his conditions were worsening and his brother's improved. The elves tried to get him to reform Valdarn at first, whence they realized this to be an impossibility they used their tricks and magic to manipulate Valdarn's brother. His brother became the lover of the Elf lord's son, and their relation began to sour and turn. As the two became young men Valdarn having learned everything he needed from the elves was finally released from their "care."
Valdarn left his home with no one knowing where he went or what he was doing. A voice had spoken to him a voice from beyond the mortal veil, leading him to a forgotten place. He had spent several years before finally returning adorned in ancient forgotten armor armed with magical knowledge. His first goal was to annihilate the Elven plague upon his land. Reaching the high home of the elves he exacted a bloody vengeance leaving the castle a burnt mess and filling the area with the never ending screams of the elves who perished at his hands. The screams remain barely audible until the day of the slaughter where they scream louder then when they died ghostly images of their deaths replaying as there hell had been made. The Elven lord's soul was fused with his sons and daughters souls creating what would be a flesh golem save made from souls. The lord is not trapped to relive the hell of his death but is free to walk the ruins as his children's minds are gone and just weep scream and utter nonsensical words. Save for his eldest's son who constantly calls for Valdarn's brother. The freedom he was given was his greatest curse.
Returning home he found news of the demise of the elves was spreading, he found his brother, who cowered in fear. He had become hated by his own people for his deeds and he found none willing or brave enough to stop his brother. the last words he heard as a living man from Valdren was fear not Brother For i forgive you and you will be with me forever. His soul was torn from his body imprisoned in Valdarn's armor as his corpse was reanimated reshaped and made to clean Valdarn's new castle and home.
Valdarn then proceeded to take command of the kingdom launching a war of extermination against the elves taking the entire region and ruling the kingdom ever since fair and just to his people and nightmare to those who threaten them. Creating an image of hell on earth to invaders his kingdom has rarely been invaded save for the demons during the hell rising and after that. Not even the legions of hell will march into Romgaria even if the punishment for them is oblivion.
As for Valdarn it later raised questions, as no one knows if he is living or undead save for a handful and his direct generations of grandchildren.
(The character is for my world Arithia and is inspired a lot by Vlad as well as other characters and people. Sauron and doctor doom being a couple of them. His kingdom is actually larger then Romania and in our world would be Romania Serbia Bulgaria Moldova More then a third of Hungary and parts of Ukraine.)

I like the idea that not every high-powered magic can achieve lichdom, It's a nice bit of world building.

Yeah i looked at the idea of a lich and was thinking yeah this is something that shoyldn't be taken lightly and he did hold off the legions of hell long enough for essentially the equivalent to Sauron to show up. Which is no light feat.
