Maybe just consider giving them a personality if you don't want to do lore. Or just small bits of things. Don't have to write an autobiography on their entire existence, just things that you think they have or would do.

In the end, it is what you want them to be. Do you want them to differ? Or just be able to be used in every situation?

I mean if you make lore for your character its for yourself, not because of what others want or think tbh. I find just having lore just makes a character feel more interesting and gives me more ideas on themes to play around x)

Lore is for you - I might suggest starting with broad strokes, like archetypes and personality. Explore and feel out what fits and what doesn't fit, or think about how they would live their life in different scenarios, and if you like how those scenarios do or don't link together or restrict the character's usage.
