I have this problem, for me it's because my bank blocked payments from going to Boosty. I have to call them to let the payments go through but only the one time, they haven't kept it unblocked for me.

For me, Boosty refuses to work all together.
Make sure your bank will allow the payments as ones like mine refuse to work with it no matter what.
Even if through PayPal.
