Yeah, as far as I know you can get compensation for loses, even if you and the perpetrator aren't insured, though it's going to be a legal hassle through the court that will take a while.
I bought my own apartment in late 20, spent most of 21 on renovating it from the ground up and in 09.22 the neighbour above me flooded me... luckilly he was both honest and had insured so got money for repainting the ceilings.

My insurance has sadly gone down the shitter over the past few years...just got word even though the asshole ran me off the road doing illegal moves, they claim it "50/50". This after not reviewing my claim for almost 2 weeks (after initially labeling me 100% at fault). So now I gotta deal with more hassles with my legal team to sort this out, get a new car, compensation for an old vehicle (doesn't net much), and find a new insurance company to work with. Company/brand loyalty is dead.

Yeah, it usually is like that with insurance companies. They promise you to be fair and get you your money fast and easy, but usually you need to struggle through tons of paperwork to squeeze the money you deserve out of them (proofs of value, photos of damage, witness testimonies etc.)~
