Since I have seen some of dramas over FA's new policy change in regards of minors in NSFW and new additional rules itself are extremely vague. That is likely source of drama it caused over concern about kobold, imps, gremlin, short stack characters, size play, Pokemon, Digimon, and list so on in crossfire because they're short characters that is similar to minors in terms of size/height.
There is now updated to this new rules journal thanks to lots of feedbacks. Look at bottom section of this journal: https://www.furaffinity.net/journal/10552819 for much further clarification. You guys don't need to be worry about it. Kobolds, gremlin, size play, shortstack beefs, and bunch of the others are completely safe from it. They just expanded existing policy of NSFW minors ban to now target on physical characteristic that really gives off as child in nsfw scenario. (Imo, it's a good thing because there is a big loophole in this existing policy. This new additional policy would closes down this loophole where it was bypassed).

It was already precise before the clarification, if read carefully:
[A]ny reports we receive of Pokémon or Digimon who have childlike body proportions or appear as adolescent animals will be treated as any other when in the presence of sexual activity, sexual objects, nudity, or fetishized in a sexual way. This update will go into effect on July 1st, 2023.
It had already been said that this policy-change affects just infantile Pokemon and Digimon, but now it's super-extra-ultra clear to everyone that that is the case.
It's just a rule change to stop people from posting cub/young porn to FA. The rule already existed for non-Pokemon animals, and now it's just been clarified to also apply to Pokemon and Digimon in the same way it applies to all other animals. You can't draw a child and then say it's actually 1,000 years old to circumvent the Upload Policy.

I'm for one thankful that updates to rules are done to close loop holes. What some people may forget there people outside of FA that may not understand us in here at all. But they have the ability to lawsuit, and they will if they get their opperunity. I belive that majorly what is attempted to be prevented here with the rules update.
And this underage stuff yeah it is a kink but in our "current political correct" world it has little to no place in public.

"childlike body proportions" is still rather vague to it's meaning. I mean nothing you can do when eevee and all of its evolutions would fall into this, no matter how hard one tries to "age up" the cute pokemon. Chibis still fall into this rule
I can't say about this guy's demise. I looked at his banner that shorta gives off minor physicque/charateristic. A close friend of mine who have shortstack beefs and some pokemon/digimon forms as buffed low-high lvl. So far; haven't impacted him and no issues. =0
What about those others that have riolu, for example, no matter how "high level" it is, it's still a riolu.
Seeing that pic.... yeah. That's one of example is what they targeted based on physical and their looks alone. It seems too child-like to me imo. Keep in mind this rules will be effective on July 1st so this guy and other guy you mentioned may have gotten reports over his arts to admin before that new rule to launch.
About that Riolu... I wanted to point out to FA OWNER/ADMIN

Characters whith small flat breast (women) and clearly underage faces doing +18 stuff or males that look like kids.
Maybe even bronies are affected since MLP chars looks like underage chars
MLP can be tricky as much as Pokemon/Digimon tbh. EXCEPT aged up version with muscles or other body type might be fine and not so much for child-like.

I wanted to point out that FA OWNER
Again, it will be interesting to see how they will deal with this and how they enforces that. On my experience to admin and mods is not too bad and respond decently well.
I underlined that is what they will be focus on to remove and ban arts that contained it. It's much easier to enforce that rules and taken actions by admins/mods because it's more easier to identify than mid-late teens. 16-17 is complicated subject because it's similar to young adults and adults in terms of physical/anatomically.
That's Japan's age of consent. Some of Europe countries, SE/E Asia, and some countries around of world's full legal NSFW age of consent are 16 and up (Alcohol and others is same as US/Canada). Keep in mind, world wide website rules for all internationals to follow NSFW content are 18+ and up as standard policies because most websites we uses nowadays are mostly based in USA (Servers and IP address). To avoid risk innocents in US and some other countries who strictly 18+ and up getting in deep legal trouble when unknowingly nsfw interaction toward someone who are 18 and under (There are more than several documents of innocents got in legal trouble pretty much ruined their lives forever over the years in US and those countries. Of course... not so innocents/pedos were arrested n jailed as well for good reasons).
That is why you see so many conflicts and dramas over pics of mid-late teenager in nsfw pics/story scenarios occasionally on Twitter. Some to most people always demand unfollow as well willing to block whoever are 18 and under to protect themselves from legal troubles (Which is for a good reasons. They don't want to get in trouble and ruined for the rest of lives). Yes, some people in countries with 16 and up legal will shrug it off and not to deal with it. It's deep complicated subject nowadays because people living in those countries have completely different age of consent laws to follow they are very used to and what considered to be morality acceptance. They always said "I don't see a problem. It's legal and normal in my country so i'm just follow it rather than yours. I'm absolutely doing it. Not my problems; it yours."
Just to be safe is to sticking to 18+ and up for nsfw contents for now on and that applied to all international who uses world wide websites. I'm following that too in public spaces.
