You are right to be concerned. The rules are vague and basically dependant on whim as-is. The staff claims it'll only effect what they want it to, but really all it takes is one person who rather misinterprets a kobold and you have a big problem
Newgrounds is an option, but I don't know how popular it is. Might be useful as an archival backup?

A discord is an option if you want a kobold community, but is impermanent and more active
Inkbunny is also an option, but of course is a rather divisive site due to the content it hosts
