No it ain’t. Assuming FA staff don’t deem his kobold as being children since they are flat chested and small, lot of his feral Pokémon art is going to get cut such as the one above.

it's not an assumption, it's what they have said. To quote the newest guidelines,

5. What Pokémon and Digimon cannot be in sexual content without being aged up?
While we cannot present an exhaustive list of thousands of characters, common canonical inclusions would be “baby Pokémon” such as Pichu, Mime Jr., Riolu, and Smoochum, other Pokémon such as Cubchoo, Cubone, Torchic, Ralts, Eevee, and Gothita, and Digmon such as Agumon, Impmon, Gatomon, and Veemon as these characters have childlike proportions or look like adolescent humans or animals.


6. What does aged up mean?
We are not concerned with whether or not a character is emotionally mature, a certain level, or evolved. The physical proportions of the character would need to be altered. It is not enough to change the size of a character. Scaling a character up or down doesn’t change its proportions. Making an adult smaller doesn’t create a child and making a child bigger doesn’t create an adult. If the character has no difference from birth to elder, you will have to draw them non-canon for them to be acceptable in sexual situations.

Meaning that any first evo pokemon drawn to standard proportions are going to be considered cub, so any drawing of totodile, charmander, Growlith, etc, are going to be considered cub unless Trout draws them big and muscular.
Additionally his kobolds are at stake, because also in the same update

10. What about “shortstack” and “chibi” characters in sexual content?
A shortstack character is one who is short in stature with larger than average features. Shortstack characters generally have adult proportions with short stature and would be allowed.

Shortstack are only allowed because they have large breasts and or butts, atypical of children. Trout's standard kobold will have neither, and will likely be determined to have the proportions of a child and be banned.

My totodile fursona would be a direct violation of the policy as written.

well we can fight back against it. They basically said that actual age doesn't matter and only the body proportions do, so this means that the rules can be viewed as discrimination towards midgets. Since they stop growing at a very young age they have child like proportions even though though they are full grown adults. This can be classified as a hate crime and as such will have drastic consequences if they don't change it. The more people who know the more likely we can effect this. They need to change it because if this gets out the government could come in here and get all the staff in trouble and shut down the whole site and no one wants that.

I'd been following along with the discourse going on in the Discord (hah) since the original thread was created and it's honestly been a bit of a shitshow. Basically assuaged none of the real fears from the people discussing there and now the update dropped it's fanned the flames so much more. It really doesn't look like anybody is happy with it at this point.

I hate subscription services on principle so no FA+ to cancel to drop the bottom line, but it's real sad to see a site I've used in some form for over a decade drop the ball so hard. Even more so than some of than a lot of the other decisions they've made.

But for anybody else who reads this, I'm not sure I'd bother going to the discord thread now, they're planning on closing it at 12:00 AM (EST) on Wednesday and it doesn't look like they're gonna reverse the rule.
